Sub: Sanction of Payment of Productivity Linked Bonus (PLB) to Civilian Employees of Defence Establishment for the Year 2021-22
Sanction of Chairman & Managing Director of AVNL is Hereby Conveyed to Payment of Productivity Linked Bonus (PLB) for the Year 2021-22 Equivalent to 37 (thirty Seven) Days Wages Payable to the Civilian Employees of Erstwhile OFB Transferred to Armoured Vehicles Nigam Limited (AVNL) Belonging to the Group “D”, “C” & “B” (Non-Gazetted) in AVNL With The Overall Celling of Emoluments as Rs.7000/- (Seven Thousend Only) per Month. PLB is to be Calculated Taking Average Number of Days per Month as 30.4 days

PLB amount = Ceiling amount × no.of days ÷ Average no.of days per month
PLB = 7000 × 37 ÷ 30.4
= Rs. 8519.73 or Rs. 8520 /-
2. The Financial implications on this Account Would be met From the Existing Sanctioned Budget for the F.Y 2022-23 Without any Additionality from the Government in Case Additional Fund is Required to Meet this Expenditure, The same May be Projected & Sanction Obtained However this Should not in any way Delay the Payment of PLB to Eligible Employees.

3.the Expenditure will be Debited to the Respective Budget of the AVNL DPSU and to the Respective Heads to Which the Pay and Allowance of Employees of these Establishment are Debited.
4. Information on Amount Claimed and Passed by Account for Number of Employees, Amount undisbursed and Number of Employees yet to Receive PLB Payment for the Year 2021-22 may Be Furnished Duly Vetted as per the given Table

PLB Bonus Defence Establishment for the Year 2021-22 PDF Download
Under the new system, the interests of the employees who are on deemed deputation in the new corporations are being espoused by the All India Defence Employees Federation (AIDEF), Bharatiya Pratiraksha Mazdoor Sangh (BPMS), Confederation of Defence Recognised Associations (CDRA) and IOFSOA (Indian Ordnance Factories Service Officers Association). Their main demand is sustained retention of status as Central Government Employees.
“Defence Civilian Employees are central government employees. It is the duty of the Directorate of Ordnance who is the custodian of their service matters to process the proposal with Department of Defence Production for the payment of Productivity Linked Bonus (PLB) for the employees on deemed deputation,” C. Srikumar, the general secretary of AIDEF, said.
“Employees must not be subjected to suffering. The AIDEF has already submitted two letters to the Department of Defence Production for payment of productivity-linked bonus to the employees before Dussehra,” Mr. Srikumar said. .
“The Ordnance Factories had been corporatised without application of mind, causing sufferings to the employees. We cannot simply remain silent spectators, and have already decided to stage agitations, including a strike if this insensitive attitude continues,” he said.

With reference to () above Doo(C&s) has intimated that, Owing to Corporatisation, the number of PLB days has to be calculated in two parts
a. For the first six months of FY 2021-22 (From April, 2021 to September, 2021), the number of PLB days for erstwhile OFB as a single entity has to be calculated, based on input hours and output hours obtained from PCA(FVS), Kolkata for all the OFs. This calculation has been done by the DoO(C&S), which works out to 16.5 days, which has already been communicated to the 07 DPSUs vide DoO (c&S), Kolkata letter dt. 18.08.2022.
b. After corporatisation w.e.f 01.10.2021 (From October, 2021 to March ,2021), PLB have to be calculated by the concerned DPSU.
In view of the above, all factories/ units are requested to forward the input hours and output hours 2. for last 6 months of FY 2021-22 (i.e. from October 2021 to March 2022) for calculation of PLB in accordance with the Average Piece Works profit as per the calculation method mentioned in the MoD OM dated 27/07/2000 by today (5 pm) positively.
It may be noted that the data to be given by the factories should match with the data already provided by the units to DoO(C&S) earlier for the FY 2021-22.
